How VUSD Turned a Complex Funding Opportunity Into a Scalable, Sustainable Program

Ivan Rodriguez has spent his career making sure students get the mental health support they need. As Coordinator of Mental Health Services at Visalia Unified School District, he knows firsthand how hard that work is and how much harder it gets without the right systems in place.

The Challenge

Visalia Unified serves more than 42 school sites across Tulare County, from preschool through adult education. Like so many districts, the years following the pandemic brought a surge in student mental health needs, and a growing urgency to respond in a way that could actually last.

When California’s Children and Youth Behavioral Health Initiative (CYBHI) created a new path to funding, Visalia USD saw an opportunity. But accessing it meant finding an EHR system that was HIPAA-compliant, reimbursement-ready, and a platform that clinical staff could actually use without a steep learning curve.

The Solution

Ivan led the search. He vetted multiple vendors, and TadHealth stood out not just because of the technology, but because of readiness.

Other vendors weren’t yet equipped to handle CYBHI file submissions for reimbursement. That would have meant building out clinical capacity only to hit a wall before seeing a single dollar. The complexity was there, but it wasn’t Visalia USD’s problem to solve.

When that first CYBHI reimbursement check arrived, the team felt it. Ivan described the moment as both celebratory and a relief, celebratory because the program was real and working, and a relief because of everything it had taken to get there.
