Webinar Recap: Streamlining Claims Submissions for Success

California’s $4.7 billion Children and Youth Behavioral Health Initiative (CYBHI) represents a once-in-a-generation opportunity to transform mental health support in K–12 schools. But with new funding comes new systems, new compliance standards - and new questions.

In our recent webinar, “Streamlining Claims Submissions for Success,” TadHealth brought together leading voices in school-based mental health to walk district leaders through the path to sustainable CYBHI implementation. Whether you missed the live event or want a deeper dive into the insights shared, this post recaps the major themes, best practices, and actionable strategies discussed by our panel.

Why CYBHI, Why Now?

The session opened with grounding context from Alex Briscoe, Head of Healthcare Policy and Medicaid at TadHealth. A longtime leader in California’s public health systems, Alex reminded us why this work matters:

“Twice as many of our children are attempting suicide. We’ve known for years that schools are the frontlines of this crisis, but we’ve never had a viable, scalable funding model - until CYBHI.”

The initiative aims to expand access to behavioral health services in schools, but it’s more than just a grant - it’s an invitation to build long-lasting infrastructure. And that requires a clear-eyed understanding of the technical, operational, and human elements of claims success.

From Chaos to Clarity: Building Billing Systems That Work

Jen Athanacio, TadHealth’s Director of Product Education, facilitated the panel and distilled a core challenge:

“We wanted to demystify what can feel like an overly nuanced, bureaucratic process - and highlight that this isn’t just paperwork. It’s how we get students the care they deserve.”

Key Strategies for Districts:

  • Start Early with the Right Vendor: Not all EHRs or billing platforms meet CYBHI requirements. TadHealth is already live in districts, with claim formats pre-validated for Carelon and DHCS.

  • Engage School Boards and Community Stakeholders: Approval and buy-in aren’t automatic. Show clear impact projections, timelines, and student benefit data.

  • Register All Providers: Delays in credentialing - from community partners to interns - can stall your program. TadHealth’s dashboards and alerts help keep teams on track.

  • Prepare Your Staff, Before You Go Live: Don't wait until systems are “on” to begin training. TadHealth offers role-specific live training, sandbox environments, and guidance for internal “super users.”

  • Document Services Consistently: Reimbursement depends on accuracy and timeliness. TadHealth’s auto-fill and claim review tools ease this burden.

A Partner, Not a Vendor

Marcella Rodriguez, Director of Mental Health Programs and Policy at TadHealth, emphasized a central value of our platform:

“TadHealth is more than a billing system - we’re a strategic partner. Our tools are built by and for people who understand how education and mental health systems intersect.”

Marcella shared her experience designing school-based programs at the county level and reminded attendees that success depends on more than just software - it depends on support.
